Most Germans know this - if not this unlucky guy himself, his friends or family certainly should have warned him. If someone chose to ignore the "invitation", the German government has to doubt his sanity - which makes them a free-running state menace. Because the government has no means to arrest apparent lunatics, they try to minimize the public risk by pulling them off the street. Besides, I'm sure that if this guy decides to finish his psychological survey, the 15-year ban will be revoked.
