Most Germans know this - if not this unlucky guy himself, his friends or family certainly should have warned him.
If someone chose to ignore the &quot;invitation&quot;, the German government has to doubt his sanity - which makes them a free-running state menace. Because the government has no means to arrest apparent lunatics, they try to minimize the public risk by pulling them off the street.
